We have a cat with hyperthyroid, and the stuff the vet gave us comes in a tube.  I measure out the dose and rub it in her ear.  Very easy to do.

It sounds like someone at the water treatment plant isn't doing their job.  My dad ran the water treatment plant at the elementary school where he worked, and before he could run it, he had to take classes and take and pass a test.  He said, with a new system, or addons, there would have to be more chlorine added for a few days until the system was sterilized. Then the amount of chlorine could be dropped to the recommended level for the system or even a bit lower.  Also, someone would come in to test the water and told him he was doing it right.  This person told Dad that often the operators would just dump the chlorine in without measuring, which meant foul tasting water even at the end of the water lines.

Dad said you should barely be able to taste the chlorine.  When we went out to eat, he would sniff and taste the water and be able to tell how much chlorine was in the water and if it were too much or just right, usually too much.  As for letting the water sit out, over night should do it, however, the more surface area exposed, the faster it will clear out.  Could there be other things being added to the water also?  Maybe having your tap water tested will help.  Then go to your local news media and see if they will help you if complaints by you and others on this system to your council are ineffective.

I live in the country and have good well water.  I just can't stand chlorinated town/city water. Yuck! Good luck in getting this situation resolved.
